Vigilance of Balmer Lawrie

In Balmer Lawrie & Co. Ltd. the objective of vigilance administration is to enhance the level of managerial efficiency and effectiveness in the company. It is the endeavor of vigilance to eradicate corrupt practices and encourage a culture of transparency and probity in the company. The main thrust of the vigilance function is in the area of proactive and predictive vigilance. This helps in maintaining the highest level of integrity and probity throughout the company ensuring good governance which ultimately leads to maximization of shareholder value.

Vigilance Department carries out surveillance inspections, investigation of complaintts received from individuals, CVC, Ministry of Petroleum and Natural Gas and other sources and also undertakes studies of prevalent systems and procedures and recommends various systems improvement in the company.

CVO acts as an adviser to the Chairman & Managing Director in vigilance matters and provides an interface between the Company and outside agencies like MoPNG, CVC, CBI and other Government agencies. Regional Vigilance Officers also provide advice to location heads in respect of interpretation of vigilance related guidelines.

Shri Shailendra Singh

Shri Shailendra Singh, IFS assumed charge as CVO, IOCL with additional charge of CVO, Balmer Lawrie & Co. Ltd. on 23rd April 2026, as per DoPT’s Office Memorandum No. 80/1/2026-EO(CVO) dated 13th April 2026. Shri Shailendra Singh is a 1997 batch Indian Forest Service officer of the Tripura Cadre. He holds a Post Graduate Diploma in Public Policy and Management from IIM Ahmedabad and a BE in Electronics from MNNIT Allahabad. Throughout his illustrious career, he has held critical field and staff positions. He served as Chief Conservator of Forests (Planning and Development) and Secretary to the Government of Tripura, overseeing departments including Science, Technology & Environment, Cooperation, Animal Resources Development, and Information & Cultural Affairs. He also served as Resident Commissioner of Tripura in New Delhi and as Joint Secretary in UPSC. Prior to joining IndianOil as CVO, Mr Singh served as Deputy Director General at the Unique Identification Authority of India from September 2021 to April 2026, where he also briefly held the additional responsibility of Chief Executive Officer. At UIDAI Headquarters, he led various divisions viz. Enrolment & Update, Training, Testing & Certification, CRM and contributed significantly to formulation of policies, procedures, guidelines, and regulatory frameworks to strengthen the nationwide Aadhaar ecosystem. His extensive experience in public administration, governance systems, regulatory frameworks and large-scale digital transformation has been instrumental in driving institutional reforms and strengthening operational efficiency. With a unique blend of policy insight, technological understanding and managerial acumen, he has led several impactful initiatives focused on process optimisation, citizen-centric service delivery and robust compliance mechanisms. His leadership in complex, multi-stakeholder environments has consistently contributed to innovation-led governance and sustainable organisational improvement.
